NOTIFICATION

No.ED-2004/ Dated,  the January, 2004

In exercise of powers conferred under rule 8 of the Chemical Accidents (Emergency Planning, Preparedness and Response) Rules, 1996, the Administrator, Union Territory, Chandigarh hereby constitutes a District Crisis Group for proper management of crisis arising due to chemical emergency in the Union Territory of Chandigarh  consisting of the following  as laid down in Schedule 7 of the rules ibid:-

(iii) S.D.M. (Central) (Distt.Emergency Officer) U.T. Chd.

(v) DPR, U.T. Chd. Member
(vi) Controller of Explosives Chandigarh. Member
(vii) Chief, Civil Defence, UT Chd. Member
(viii) General Secretary Hind Mazdoor Sangh Member
(ix) D.S.P.(Headquarters), U.T. Chandigarh. Member
(x) Medical Supdt.UT Chandigarh (Chief Med.Officer), Govt. Hospital, Sec.-16, Chd. Member

The functions of the District Crisis Group as laid down in Rule 9 of the Chemical Accidents (Emergency Planning, Preparedness, and Response) Rules, 1996, shall be as under :-

  1. The District Crisis Group shall be the apex body in the district to deal with major chemical accidents and to provide expert guidance for handling chemical accidents;
  2. Without prejudice to the functions specified under sub-rule(1), the District Crisis Group shall
    1. assist in the preparation of the district off-site emergency plan;
    2. review all the on-site emergency plans prepared by the occupier of Major Accident Hazards installation for the preparation of the district off-site emergency plan;
    3. assist the district administration in the management of chemical accidents at a site lying within the district;
    4. continuously monitor every chemical accident;
    5. ensure continuous information flow from the district to the Centre and State Crisis Group regarding accident situation and mitigation efforts;
    6. forward a report of the chemical accident within fifteen days to the State Crisis Group;
    7. conduct at least one full scale mock-drill of a chemical accident at a site each year and forward a report of the strength and the weakness of the plan to the State Crisis Group.

Chandigarh with the request to publish the above notification in the Official Gazette (extra ordinary) and send 20 printed copies thereof to the Environment Department, Chandigarh Administration (Addl.Town Hall Bldg., IInd Floor, Sector 17-C) for office use.
