NOTIFICATION

No.ED-2003/ Dated, the December, 2003

In exercise of powers conferred under rule 6 of the Chemical Accidents (Emergency Planning, Preparedness and Response) Rules, 1996, the Administrator, Union Territory, Chandigarh hereby constitutes a State Crisis Group for proper management of crisis arising due to chemical emergency in the Union Territory of Chandigarh consisting of the following as laid down in Schedule 6 of the rules ibid:-

(i) Adviser to Administrator U.T. Chandigarh Chairperson
(ii) Secretary (Labour) Member Secretary
(iii) Secretary (Environment) Member
(iv) Secretary (Health) Member
(v) Secretary (Industries) Member
(vi) Secretary (Public Health Engg.) Member
(vii) Chairman, Chd. Pollution Control Committee Member
(viii) 4-Experts (Industrial Safety & Health)
To be nominated by the Chairperson
Member
(ix) Secretary Transport Member
(x) Chief Inspector of Factories,UT Chandigarh Member
(xi) Chief Fire Officer, UT Chd. Member
(xii) I.G.(Police), UT Chd. Member
(xiii) One Representative from the Industry
To be nominated by the Chairperson

The functions of the State Crisis Group as laid down in Rule 7 of the Chemical Accidents (Emergency Planning, Preparedness, and Response) Rules, 1996, shall be as under :-

The State Crisis Group shall be the apex body in the State to deal with major chemical accidents and to provide expert guidance for handling major chemical accidents.

(3) Without prejudice to the functions specified under sub rule(1), the State Crisis Group shall -

  • review all district off-site emergency plans in the State with a view to examine its adequacy in accordance with the Manufacture, Storage and Import of Hazardous Chemicals, Rules and forward a report to the Central Crisis Group once in three months;
  • assist the State Government in managing chemical accidents at a site;
  • assist the State Government in the planning, preparedness and mitigation of major chemical accidents at a site in the State.
  • Continuously monitor the post accident situation arising out of a major chemical accident in the State and forward a report to the Central Crisis Group.
  • review the progress report submitted by the District Crisis groups; 
  • respond to queries addressed to it by the District Crisis groups;
  • publish a list of experts and officials in the State who are concerned with the management of chemical accidents.

Chandigarh with the request to publish the above notification in the Official Gazette (extra ordinary) and send 20 printed copies thereof to the Environment Department, Chandigarh Administration (Addl. Town Hall Bldg., IInd Floor, Sec.17-C, Chd.) for office use.
